Rebecca has tabled an amendment to the Government’s Crime and Policing Bill intended to address rising concerns around learner moped drivers who undertake food deliveries – and through their dangerous, erratic driving have made our roads and town centres less safe. This has been a particular concern in the town of Redhill, with growing numbers of constituents complaining of antisocial behaviour and increased danger on the road.
Rebecca Paul MP commented:
"Moped riders who have not passed their full test should simply not be allowed to engage in commercial activities like food delivery until such time as they hold a full driving licence for their vehicle and have proven that they can operate safely on our roads.
“The law at present allows anyone who has obtained a Compulsory Basic Training (CBT) certificate to ride without restrictions. The problem with this is that the CBT has become effectively a licence by proxy, with most delivery drivers having no intention of using it for its intended purpose – building experience and practicing for their full test.”
The amendment Rebecca has tabled will serve to prevent learner moped drivers from operating as fast food delivery people (or undertaking other types of commercial activity) while still allowing regular moped users to practice towards getting their full licence in the same way they do currently.
Speaking following the tabling of her amendment, Rebecca Paul MP said:
"While London is undoubtedly the epicentre of this problem, dangerous delivery drivers have become an increasingly common sight on roads in Reigate, Banstead and Redhill. I have spoken with constituents who report near misses, actual collisions and a growing sense that people and property is in increasing danger from these individuals who simply don’t have the skills to operate their vehicles safely.
“My amendment will both address this problem and at the same time protect the rights of regular moped users. I very much hope that the Government will be supportive of this change that will not just benefit my constituents but people across the country.”
